Actually, I think it's just the way that the network socket interface is
specified.  Intuitively, it would seem that if one process says "listen
on
this interface" and another just says "listen" then the second process
should get all the remaining interfaces, but that could easily lead to
confusion, so you can see why that's not the case.

Listening for connections on a particular IP address is something that
we'll
certainly consider for a future release.
