Is this on windows, linux, etc?

Is it installed as a service, as a regular program?

If you are on windows and it is installed as a service (DEFAULT) Then
open control panel -> Administrative Tools -> Services
and locate the Vnc Version 4 service

Right CLick, properties
change startup type to "manual"

and that should do it.
