Erik,

It sounds most likely that you have some special-cases in place in your
registry that allow those users to have their own settings.  VNC 3.3 just
reads the AllowProperties value, if present, from the HKLM locations, and
then only reads the user's settings if the AllowProperties value is missing
or is set to 1.  So it won't read the user's settings unless you've got a
set of settings for that particular user, under HKLM, which have
AllowProperties missing or set to 1.
