Okay, here is the gist of your problem:

You want to connect to an address in the university network from the internet.
1) I seriously doubt that the Uni Firewall will allow vnc ports in.
2) even if it did, you mentioned private addresses, so the firewall would
    have to translate the "Web-Address" to your Uni network one.  This can be 
   setup, but...

Yes, the tech guys will have to make changes to get it to work.

The only way around this is to have to your server connect to some internet 
place, where your client (from home) can also connect to.  This place on the 
internet would then bounce all the information between the 2.  Such services
are offered (for a price).  But your really have to trust the company 'cause 
they could (can) see everything your are doing, and can connect to you 
Uni-Pc any time they felt like it.

It would be easier if the Uni Pc could be made to call-out instead of the home 
pc calling in...
