I'm not sure I understand the question, but here is a try.

VNC is a remote display protocol.  There is no system
state information transmitted between the server and
viewer.  Only the images on the screen (or a virtual
screen for jVNC, Xvnc and VNCj) are sent from the server
to the viewer.  Only keystrokes and mouse information is
sent from the viewer to the server.
