Java is by no means universally enabled in browsers, and
many of us prefer to use the native client. At any reate
the http URL for the java client solves a diferent problem:
how to get a client started. The proposed vnc: url addresses
the question of how to succinctly express a request to 
access a particular service on a particular machine, in
a standard way and without specifying how the client will
find a suitable client to access the service.

By the way for consistency with other URLs it probably
should be vnc://vnc.serv.er:5903 though you would probably
tend to use it like this

 connect to <a href="vnc://vnc.serv.er:5903">vnc.serv.er:3</a>
