Yes, that is mostly the case.

In may be better to disable compression in SSH. Compression in tight
encoding is more efficient than pure zlib comression in SSH. However,
latencies added by SSH compression are not likely to be notable,
especially when the connection is slow, so it's not a problem to
enable both tight encoding and SSH compression. Try to experiment with
this; results will depend on your particular situation (connection
speed, CPU performance etc.).
