Maybe not wrong, but certainly confused.

Port 80 is not used by VNC at all (at least by default).  Port 5800 is used
for transferring the Java applet from the server to a viewing browser.
Port 5900 is used for all RFB traffic, whether from a standard client of a
Java client.

In other words, for the Win98 server and "native" Win98 client described in
the original post, only port 5900 is used.  For a UNIX-based server,
normally port 5901 would be used for RFB traffic and 5801 would be used for
serving the Java applet (if required).
