I've been trying to fix this but I'm afraid I have had no luck. I've taken
out the management of WM_ENDSESSION entirely and this has prevented the
server from actually quitting immediately that Shutdown is selected, (I'm
using a changed notepad buffer to prevent shutdown). The server remains
active and can be connected to but disconnects after authentication. I
suspect some desktop-handling call fails during the shutdown phase, which
prevents hooking from working, but I'm not sure where exactly.
