Not yet. :) If enough people ask (you're not the first, I think), it'll
get implemented when I have time. In fact, at some point I plan to
overhaul the security anyway, and that's the kind of thing that would get
implemented at that point.

Yes, simply replace the Preferences file (which is a text file) and restart
the VNC server. This can be done using standard File Sharing, or whatever
tool you prefer. However, there is currently no way to prevent the user
from changing the password themselves, unless you install Multiple Users.
VNC isn't designed to work with Multiple Users, however, and the behaviour
is not currently known (for starters, I don't use Multiple Users myself).
Incidentally, you probably want to make sure you're using the latest
version of the VNC server - see the URL in my signature. There are known
problems with the version currently posted, which are being worked on, but
overall it's something of an improvement on the AT&T version.
