Well, you didn't get an answer because this feature is documented.
However...
Disable Remote Keyboard and Pointer - will make it so that when you connect
to the computer running VNC server. You will not be able to move the mouse
or type anything on the remote machine. This is useful only if you want to
watch what someone logged into the machine is doing.
Disable Local Keyboard and Pointer - will disable the keyboard and mouse on
the VNC server whenever you initiate a VNC session with it. This is an
important security feature when implementing VNC on Windows platforms. Since
windows is only capable of providing one desktop, when you connect with VNC
and unlock the workstation any passer-by can see what you are doing. They
can also type commands and move the mouse if you do not lock these devices
out. I frequently travel around to different buildings here at Sandia Labs
to meet with customers. I find VNC very helpful to access my machine
remotely when I'm out and about. Setting this option ensures that people
can't use my computer when I'm away. One caveat, when you are ready to
disconnect, lock your workstation. I.E. Send Ctrl-Alt-Del and then select
lock workstation.
