Problem solved, and I feel pretty stupid. I drove 30 miles to check on
the server, and it turns out that it had never rebooted after the SP2
installation. Why? Because there was an "application not responding" message
on the desktop, as MMC.exe had hung (yet again.)
As Windows had already shut down the VNC service, VNC didn't run, but I
had assumed that the reboot had taken place.
I hit "Enter", the machine automatically rebooted, and all was well
again.
