Temp directory is free. I restarted but install shield never runs when
I try to install Winvnc. Would any services running like Norton Anti
Virus cause such a problem. I am trying to install WinVNC to an
exchange server.

Ensure that your TEMP directory has no junk in it from other installs -
InstallShield can get confused.
