Dan,
Is this system running SMS as well? I've seen this problem when the
licclint.exe processes running. If I kill that process, the install takes
right off.

When I kick off the install it never even kicks off the install shield
and never displays any dialogs or messages.
I do see the setup.exe in task manager but only under processes in task
manager not under Applications.
I end up ending the setup.exe process because it just sits in there
under Processes under task manager.
