Yes!
Use openssh on Windows! http://www.networksimplicity.com/openssh
Well, only if you have NT/2K/XP.
1) Install openssh with instructions in that package on the sever machine.
2) Install just the client package (in the same setup--can be put on 9x). 3)
Allow Loopback (see Winvnc documentation). Then:
On client machine type:
ssh -L 5900:localhost:5900 server.address.com
Then connect on client machine to localhost with vncviewer and authenticate.
It is shockingly easy.
