On your WAN, what devices are between where you want to connect FROM and where you want to connect TO (routers/firewalls specifically)?? Are both the viewer and the server on Win32 platforms??
A preliminary suggestion: without more info, it sounds like the server you want to connect to isn't allowing inbound traffic on port 5900 from the WAN (the default VNC port, unless you've changed it), which is usually a firewall/packet filtering issue.
