I had the same problem with the iPAQ (PocketPC aka Windows CE, StrongARM port of VNC). And it affected at least one other application: Microsoft's own email program, Inbox.
Specifically, when the unit powers down (either I power it down explicitly or it does so automatically as part of power-save), and then it powers back up, the network connections are broken, but the applications are unaware of this. The applications don't realize the network connections are broken. Do the applications even realize the system has been powered down & back up? I don't know.
