I have used the Compaq iPaq (a WinCE device) with the OriNOCO wireless LAN card and the StrongARM port of VNC (from www.conduits.com) with success. I found I had to specify the server using the full "IPaddress:port" notation, ie: 192.168.0.10:2. I can't remember whether it required :0 or :2.
This was against a Linux server, not W2K.
