I recently locked down a Win2K pro box running my small development IIS
server.

Since running the lock down tool I have been able to repeat the symptoms you
have been getting.

Have you hardened the box in any way by applying service packs, hot fixes,
etc?

I purposely wanted to lock it down so I do not mind all that much.

I have not really got too interested in this yet, waiting to get some other
critical stuff out of the way first, but I am looking to figure out what
hotfix killed VNC.
