The relationship is always - Java port = VNC viewer port - 100. So, for example, if you use port 62333 for the VNC server connection, you need to have 62233 open for the Java viewer to connect.
BTW, if you try to use a port number less than 5900, it is very messy trying to enter it in the dialog. You actually enter a Display Number - then add 5900 to that to see what port you are using.
