Do you mean SpeakFreely?
I don't know how to get it working with many people in a conference
fashion, but person to person is simple. Just download it for free, fire it
up and enter the other person's IP address into SpeakFreely, and it
connects... then just speak. You may have to fiddle with the settings to
get results optimised to your connection.

A lot of people's IP addresses are allocated dynamically by their ISPs so
for them to find out their IP address so that they can let you know what
you must connect to, there are few few ways of finding out the address, but
if they are using Windows9x they can simply run Winipcfg.exe and that will
return their IP address.
