It gets more complicated over time as geometry engines like the GeForce
cards make their way out into the market. Machines you can expect to
find in any arbitrary household or business (home machines usually have
an edge up though) may run the same content at 4fps and 40fps. I know
my Intergraph card I used to use ran content in Cosmo at 35-100 fps at
all times (I had to create a really, really, really heavy world to slow
it down, or just run two at the same time, which sometimes worked).
Most cards today have good fill rate. My slightly old TNT (1) PCI (not
AGP) card still kicks out good results (15-20fps) at one-half to
three-quarter megapixel size (800x600 up to 1024x768) but transform
complexity in VRML worlds will kill it; it was especially bad before I
upgraded my CPU from Pentium MMX 233 to PIII 450.
