There are some exchanges that we serve that don't have another option for us to move those numbers over to. Some are serviced only by Level 3 (since acquired by Lumen but I believe the L3 voice platform has largely remained as it was), some by only Sinch (f/k/a IQ f/k/a Onvoy), and a select few by both. We don't have our own interconnect with the ILECs @ tandems or COs ourselves.

I know it's not exactly a 1:1 comparison, but I had a client that hosted mail with a provider that turned really *really* spammy. When everyone started blocking their /24, my client asked us to migrate their mail to some place more reputable.
