Robb,

Vopmailweb authenticates off of the server that it is used with, in your
case vopmail. If a user is not within vopmail that user cannot use the
webmail.
However, you can add multiple servers defined in the vopmailweb
configuration console, in which case vopmailweb will auth users off the
other defined servers and than those users will be able to log in through
your webmail.
