We use the following in the SIEVE filter
if not header :contains ["To"] ["@"] {discard; stop;}
It will block some legitimate emails from mailing lists, but it stops far
more SPAM that the few legitimate it stops. We just look at what the filer
has stopped and release the few valid emails on a daily basis

They are using BCC to send and you will not see that information in the
headers.
You will need to use another method to stop these types of messages:
1) RBL filter (turn it on in VOPMail)
2) 3rd party add ons that will filter based on the message content (VOPMail
does not do this)
3) Ban the IP that sent this to you.
