Ron,

Normally, if you don't specify a Framed-Address explicitely in a profile,
VOPRadius will send by default a Framed-Address of 255.255.255.254 with a
Framed-Netmask of 255.255.255.255.  This is usally interpreted by a NAS as a
signal to assign a dynamic IP from its IP Pool.

If VOPRadius is sending explicitely an IP of 255.255.255.255, then this can
only come from (a) a Profile with that value assigned to the Framed-Address
attribute or (b) a field in a table somewhere that is used for the
Framed-Address that has the value of 255.255.255.255.

A quick way to check would be to look in the vprerror.log to see what
exactly what values are being returned by VOPRadius to the dialups after an
access-granted is given.
