It is clear to me why this is a non issue for wholesalers. They make money selling accounts with a limit on them. (ie Qwest, etc @ 150/mo) If you use up one account's total for a month, you have to buy another account. They have no incentive to conserve, as do the providers of the ports, they have an objective to sell. If you use up what they sell you, they will gladly sell you more. Why go to the extra effort to shave minutes off an account's usage? The wholesaler doesn't worry about installing new equipment or new circuits. They worry about selling.
