After you try complicated, you might want to try simple. I found myself in a similar situation years ago and was unable to move at the time. I built a white noise generator with a low frequency bias, i.e. pink noise.
When you adjust the volume to the level that the offensive noises no longer bother you, the white noise itself slowly seems to disappear. This is particularly effective for tinnitus sufferers. I'm sure you can now buy white and pink noise CDs with all sorts of fancy modulations and variations. I slept like a baby when I did this. In fact, it would put me to sleep even when there wasn't any offensive external noise. Give it a try.
