This looks great on the surface, but realistically it is not going to represent 
a source of immediate funding (for LENR) for anyone not affiliated with NASA, 
or alternatively a National Lab. 

 

First of all, as this is a departure from past policy, there will probably be 
only one grant made in this category - in this funding round (ending in Sept 
2016). Therefore, to avoid any kind of political blow back, that one grant will 
be made to a recipient with top notch “creds” – which is a short list, and 
essentially is NASA or, if they do not come through - possibly a National Lab 
or a major University…  but it seems to me that this RFP has been intentionally 
put in there for the benefit of NASA, which is a detail that Forbes seems to 
pick up on. 

 

If this first ARPA grant for LENR is successful, and does lead to anything 
important for future energy, however, it will open the flood gates, but that 
will be more than a year away from now. This change in policy is nevertheless 
long overdue.
