Why does the Mills sun cell produce a ton of visible light?

Mills explodes copper and water in an high amperage low voltage arc. Like
gold and silver, copper reflect best at visible frequencies. Water is
transparent in the visible spectrum. So Mills is producing a massive amount
of viable light rather than heat as Rossi and Piantelli do with nickel.

As the graph shows, Mills would do well to switch to aluminum. The area
under the curve is greater for aluminum than for copper. Aluminum will
produce more visible light on the average than copper will. But silver is
best of all for visible reflectivity but higher in cost.
