Hi, If an insulator is irradiated, free electrons should be created within it that are not free to recombine with the ions, because they can't travel through an insulator. However they may attach themselves to other atoms. It might then be possible to magnetize this material, during which process the magnetic fields of the freed electrons align with one another. Unpaired electrons in the ions created by the radiation may also contribute to the magnetic field.
