Howdy Hohlhoss,   While the US scientific community pursues the US Gov't research grants tied to the US University good old boy fraternity system, the rest of the world translates the cumulative research knowledge base into action.   Conclusion: Defense research grants have been totally corrupted by this fraternity in concert with the Washington politics.
