Well since you're bringing up the possibility of action by "higher powers", I must confess I have often mused on whether or not the withholding of the knowledge needed to use water as fuel didn't have some diabolical dimension. You have to admit it's very much in the Devil's interest (and that of his acolytes the oil barons) to steer mankind towards making an infernal pact with atomic power.
