With the help of the Auto-ionization of water and a few days of "preconditioning",
the Joe Cell should store up megajoules of Free Energy in the ~ 250 moles of
water.
The hydrated (OH -) ion, dissolved O2, and hydrated (H +) or (H3O +) ions
along with Hydrated Electrons (e -)xH2O should "evaporate" or come off
the Joe Cell as neutral or charged droplets.
