then induced currents in any metal can cause the effect to fail.
Insulator on metal is not the same as a non metallic container. Also
take a volt meter and check for charge and charge leakage in the unused
wires.

The voltage drop from the anode to the cathode increases from plate to
plate.  I will quantify that today.

The plates are uncharged but will gain charge. If they do they
become positive or negative capacitors. Are the ends of the unused wires
from adjacent plates segregated?

Yes, they are segregated.  I thought the whole point of the neutral
plates was to make them capacitors.
