Why punish ourselves? If we really want to win as you put it, we simply stop worrying about civilian casualties in iraq and, well, anywhere else. Nukes are cheap, and neutron bombs would work wonders to clear out enclaves of bad guys. It would be a trivial matter to incinerate 20,000,000 Iraqi's or so.
