He discharges for several seconds, but there's very little energy left in the 
caps. At 0.1 volts a 45000 uF cap holds 225 uJ's!

Personally I would discharge for at least 20 seconds, but realistically 225 uJ's 
in not going to spin that motor.

What's more interesting in the video is that Mike's motor continues to increase 
in rpm.  It's clear. The voltage continues to increase. Mike is either a fraud 
or had the "smoking gun."
