Twitter is broadcast texting using an intermediary server to relay your cell phone text messages. It's limited to 140 characters per message, or SMS (short message service) because it uses the data channel your cell phone uses for signalling.
Although, due to 3G and now 4th Generation cell service, you will see Twitter services expanding. BTW, you can email text messages to a cell phone from your PC with the 140 character limitation. The method varies with each cell phone carrier.
