That is more likely, but unless the speed has been altered, water viscosity would likely not permit that kind of apparent speed. I suspect that if it is not "smoke" but instead is a liquid setup - then the best candidate for the "clear" liquid is not water but ether. Diethyl ether, also known as ether, is colorless and only slightly soluble in water so that could account for some of the unusual visual "mixing" phenomena that happens - if the two are being mixed: i.e. the tori are water-based but the clear liquid is ether.
