I have looked and looked for it but I cannot find it. I have found speculation about zirconium and zirconia on the Polywell forum, but cannot find anything about the Rossi unit containing 2 pounds and containing 2 grams of nickel.

It was not first hand, and might have turned up on the Polywell forum, if you want to try to track it down - but like everyone else, they are grasping at straws to understand what is going on. As you probably know, Zirconia is the predominate dielectric used in the other gas phase work - Arata, Kitamura, Takahashi, etc … so it is a logical choice.
