Yes. Palladium is not required, nor any noble metal. The cost of the bulk
metals would be in the range of $20.00/kg but to get them to the correct
nanostructure is currently the problem - this it is many thousands more in
processing costs.

Thus - my comments about instigating a nationwide search for new
nano-processes by turning the challenge over to young and creative minds in
an Edisonian type of endeavor. 

I have a feeling that electroless nickel and copper can be deposited in
nano-layers over a dielectric and then reduced by ball mill grinding to give
good results - but that is a total guess at this stage.
