Maybe the steam pipe was a steam pipe and no significant amount of liquid water flowed in it. This would mean that the water flow rate did not reach the 675.6 l/h value before the cores became warm enough to boil it off at that rate. I don't know how the pumps were controlled. -- Berke Durak
