when I say you that today eco-crasyness could block the technology. 1.5Sv/y is very low... many place are above 10mSv/y, some rare around 100mSv.
le 1mSv/y limit is a stupid conservative ALARA (as low as reasonably acceptable). ALARA on may subject is strating to look crazy, but population now thing that those crazy threshold are based on toxicity, and ont on simply "it cost me nothing today to reduce it to that revel" or the worst principle "i can say it is limited to that, but we cannot measure it yet"... natural, medical, regional, transport event can explode the 1mSv limit, without real problems the no threshold linear law is a clearly false law, that was used just to make standards... today 2 law are not far from possible, the pessimistic quadratic law (effect is quickly reduced with low dose), and the hormesis law (low dose are good) today the consensus is that - only fast irradiation above 100mSv for adults, 50mSv for kids, have an impact - 100mSv/y permanent in place where it is normal have no impact on health - between 100mSv and 1Sv, it seems that it trigger protection for later irradiation (thermal shock proteins... compare it to tanning. calle hormesis) - impact is not transmitted to descendent - even 1Sv irradiation, when cured of immediate dramatic impact, lead to small long term impact (in hiroshima/nagasaki a population of 1Sv victims, have cancer rate moving from 32% to 37%, the base of the linera no treshold law- fishermen caught in bomb test, nearly dies but after had normal kids). see the blog of george monbiot, the green redactor in chienf of environment, that recently feel screwed by green lies...
