Rossi uses electrical heating inside its eCats for controlling purpose. He needs to be sure that the energy produced by LENR reaction inside the eCat is below the maximum output possible (The coolant). Otherwise, the control of the reaction will be lost and powder will overheat. If it's happen, the powder looses its magic and the powder becomes LENR inert. Rossi stayed that a lot of times.
