Generally the density of liquid water tends to increase with decreasing temperature. However water density is a maximum at a temperature of +4 degree C and a pressure of 1 Bar so that the density decreases slightly as the temperature approaches O degree C. At higher pressures the maximum density shifts towards O degree C.
