This article is so snide it is absurd. The headline is:

Cold Fusion Machine Gets Third-Party Verification, Inventor Says

It begins:

"A well-known promoter of cold fusion technology—who's been demonstrating
his latest invention here and there over the past two years—has announced
that an independent third party has verified his machine works.

. . . but now he's saying that a team has tested the E-Cat."

Then finally we come to:

"A paper about the tests is available on arXiv . . ." with a link to the
paper. So this is not based on what the "inventor says" or his
"announcement." This news story is about the fact that a group of
distinguished energy researchers uploaded a paper.

Also Rossi is not a "well known promoter." He is the opposite of a
promoter. More like a "retarder." He puts more effort into hiding his
discovery than promoting it.
