This appears to be a consequence of very high Q(low loss) and coupling between many resonators tuned to the same frequency. It has some interesting implications if a process like this actually occurs within a material. I have always given up on trying to figure how a zillion resonators in the form of atoms would interact, perhaps this offers guidance.
