Not likely anyone will be near an offshore wind turbine in a hurricane. Or if you are near one, on a boat or a ship, you have a lot more to worry about than the tower falling over. You would be about to run aground and sink, I suppose. They feather the blades in high winds. Still, towers do sometimes collapse. Do a Google image search for "wind turbine accidents" and you will see they can be awesome. - Jed
