I cannot judge, but it seems extremely unlikely to me that the pilot or copilot would not contact air traffic control and declare an emergency in the event of a fire. That only takes a moment. They would have known that if they had to land in the ocean, dozens of rescue teams would be dispatched, and that would be their only hope of survival. - Jed
