Ok, I have to admit that after sitting down and reading more about it, Bazarr-ng looks pretty cool. I also read about Monotone a bit, but I found it rather confusing. Tomorrow I'm going to try out Bazaar-ng and determine if it's ready for prime time. Being able to make commits to local branches without needing network connectivity is a very attractive feature.

My biggest concern is that we generally tell people to pull down the latest version of code from CVS for testing, and that going to a less familiar system (bzr) is going to require that people learn a strange new version control client at the same time as learning the VOS codebase. Basic operations in subversion are conceptually very simple and there is tons of documentation for it, whereas with bzr... not so much.

So I may well go ahead with the original plan and migrate to subversion. Since Reed and I do 99% of VOS development, we're the ones who ultimately are going to be dealing with it most of the time. Other users are just going to be doing simple checkouts and updates.
